Toby Incident Response
Warroom for Toby. Two entry points: (1) daily cron — drain the Toby ticket queue one bug/issue ticket per tick, transition done/blocked/in_review based on validator verdict; (2) inbox file_event — handle an ad-hoc complaint dropped into toby/incidents/_inbox/. Either path runs the same dispatch loop (frontend doctor → backend doctor → validator → canonical incident doc).
